BeijingReview:WhatwasthemajortaskfortheCPCimmediatelyafteritsfounding?

ZhangRongchen:ThefoundingoftheCPCinJuly1921wasdirectlyinfluencedbytheOctoberRevolutioninRussiain1917.However,theCPCwasfoundedforthespecificneedsoftheChineserevolutionarysituation.

AftertheFirstOpiumWarin1840,Chinawasgraduallyreducedtoasemi-colonialandsemi-feudalcountry.ThenChinesepeoplefacedtwohistorictasksofpursuingnationalindependenceandliberationandbuildingastrongcountrywithwell-offpeople.Thefulfillmentofthesetwohistoricaltaskshadtostartwithathoroughanti-imperialismandanti-feudalismrevolution.

ThepeopledemandedthefoundingofaPartyledbytheworkingclasstoguideaChineseanti-imperialismandanti-feudalismrevolution.ThedemocraticrevolutionafterthefoundingoftheCPCfulfilledtheseanti-imperialismandanti-feudalismtasksandachievednationalindependenceandliberation.ThismeantthatthegoverningstatusoftheCPCwashistoricallyinevitableandinlinewiththeinterestsanddemandsofthepublic.

WhatwastheprincipleandgoverningconceptoftheCPCafterthefoundingofthePeoplesRepublicofChinain1949?

SincethefirstdayofitsfoundingtheCPChastaken"servingthepeoplewholeheartedly"asitsprinciple,whichhasbeenwrittenintothePartyConstitution.In1944,MaoZedongmadeaspeechentitled"ServingthePeopleWholeheartedly,"inwhichhesaid,"OurCommunistPartyandtheEighthRouteandNewFourthArmiesledbyourPartyarebattalionsoftherevolution.Thesebattalionsofoursarewhollydedicatedtotheliberationofthepeopleandworkentirelyinthepeoplesinterests."ThisisnotonlytheguidingprincipleforthearmybutalsotheCPCsguidingprinciple.

WiththefoundingofthePeoplesRepublicofChinaonOctober1,1949,thePartysprincipleofservingthepeoplehasbecomeitsgoverningprinciple.

TheSecondPlenarySessionoftheSeventhCPCCentralCommitteeconvenedinMarch1949passednewregulations,forbiddingbirthdaycelebrationsforCPCleaders,discouragingproposingtoastsandgivingapplausetoPartyleaders,forbiddingnamingplaces,streetsorenterprisesafterPartyleadersandforbiddingrankinganyPartyleaderwithKarlMarx,FriedrichEngels,VladimirLeninandJosephStalin.

WhentheconferencedecidedtomovetheheadquartersoftheCPCCentralCommitteefromXibaipoinHebeiProvincetoBeijing,Maomadethefamousremarks,"Wearegoingtothecapitalcityforanexamination.Ihopewecanallpassit,andnotmakethesamemistakeasLiZicheng."(LiledapeasantuprisingduringthelateMingDynasty(1368-1644).In1644hisarmycapturedBeijing,andthelastMingEmperorwascompelledtohanghimselfinshame.However,duetoLiscorruptways,hisvictorywasshortlived.)MaosremarkwascallingonthewholePartytoremainmodest,prudentandfreefromarroganceandrashnessinitsstyleofworkandtopreservethestyleofplainlivingandhardwork.
